A very careful study of the error message is what was required. I compacted my mail file and it made no difference. What I should have compacted is my *OUTGOING* mail file, aka mail.box as identified in the message. Once I did that, my problem went away.
BTW, this may well be nothing whatsoever to do with Notes 8. It first happened just after upgrading but that could be pure coincidence. For all I know it would (soon) have happened anyway under Notes 7.
